Hey all, newb alert.... couple of question's if I may......

i've noticed a few people have revolving sigs. I have some made up, but how do I get them to revolve?

you can use www.twobeds.com/upload or your own site to host the sigs and then you create a php file rotate, use this tutorial: http://robm.me.uk/articles/image-rotation-in-php/

You need hosting that supports php and hotlinking, assuming you've got that then have a look at this link, written by a member of this forum i believe.

No. If you wish to use a PHP method, then you'll need access to PHP-enabled hosting (you don't need an entire server ).
