I began my first steps towards overclocking last night but due to Asus providing very little in the way of documentation with their software (AI Suite) I am unsure if I have a problem or not.

I have an E8500 @ 3.16ghz but while in AI Suite and the system is Idle it shows a value of between 1999mhz and 2000mhz, do CPU's run at lower speeds when they are not being used?

Also my temperatures look good at the moment (CPU 24 deg on idle / motherboard 35 deg) I can control my chasis fans using various presets but CPU fan speed seems to be stuck at 2700 rpm, anyone know if this is locked or something?

The cpu speed dropping down will be due to intels speedstep and c1e enhanced halt, theese are power saving features, put the system under a bit of load and it will run at the speed youve set. Speedstep and c1e can be disabled in the bios. As for your fan running at full speed, enter the bios and under the pc health menu, enable the cpu qfan function, select from a fan profile, eg silent, standard etc. Then in asus ai suite you can configure the cpu fan to run according to temperature. Also best to overclock in the bios, i wouldnt trust programs like ai suite.
