Newish PC on go slow with net issues

Hi

Friend of mine has bog standard ots box which was performing fine when he got it but is now as slow as his old machine. Not a big visitor of naughty sites as far as I know but is having issues like slow startup, slow access to emails etc Has Bulldog installed and has tried Spybot S&D but it's not taking long to scan and he's not convinced it's managed to grab updates.

He's having issues with video uploads to Youtube and Facebook timing out or not running at all, but image uploads to custom site CMS I built for him are fine.

I suggested he tried dl'ing Firefox rather than using IE7 but it won't even let him do that.

He has a laptop connecting to same router which he says is running fine so I don't think it's down to the connection itself.

What list of progs should I try and get onto CD to run when I go round to try and clear up what's going on?

Having looked at it, it seems to be using a lot of RAM at rest (2GB out of 4GB). It is 64bit, and I ran malwarebytes which kept switching to not responding early on but it took some time and in the end performed ok and didn't find any issues.

I managed to install Firefox which seemed a lot quicker than IE7 was managing, I just wonder if it's the indexing service that's hogging the resources? How do I turn it off to test it? He's tons of search errors in the event viewer as well.

Also his cd-rom drive is reporting warings in the event viewer which is making transferring files from discs a problem and sometimes it locks up while doing so. I had a look inside to see if it was chained incorrectly with the HD to find them both on separate SATA cables? I wonder if it's worth grabbing some better quality ones see if that helps? I would have thought a SATA connection would have made the access blistering but it's actually woeful.

Personally, I would reinstall windows in this situation.
