Newly built PC not connecting to monitor

Hi

I just built my gaming PC and I am having trouble connecting my monitor to the PC. The RAM lights up, cooler fan works and the front light comes on; but the monitor won't display through HDMI (or any other cable). Firstly, I did not connect the HDMI cable to the GPU HDMI slot, but when I tried it still didn't work. There IS a weird cable that I believe is HDMI related that came attached with the case on the backend, but for the life of me I can't find where it should connect. On another note, the top fan doesn't appear to be working; should this always be whirring?

GPU - AMD Radeon RX 5600 XT
Case: Jonsbo UMX3
Motherboard: Asus ROG STRIX B460-H GAMING ATX LGA1200

What's the CPU?
Any diagnostic LEDs on mobo?
Is the GPU showing any signs of life?
Have you flashed the BIOS?

CPU - Intel Core i5-10400F 2.9 GHz 6-Core Processor

I didn't look for the diagnostic LEDs but I'm sure there weren't any - I will check again

GPU ram sticks are lit up, attached cooler fan works

No idea what flashing BIOS means. I'm a complete novice and this is my first ever build.

OK so I just plugged it in again. The monitor DOES work but gives a 'no signal' message (the HDMI cable wasn't plugged all the way) but the diagnostic on the LEDs is boot and VGA.
