Newshosting + Newsleecher + SSL = limited throughput

I've finally got round to setting up my Newshosting account on my Windows 7 pc using Newsleecher.

On my old XP machine I had Newsleecher setup with Stunnel for SSL connections and used to get maximum throughput for my (then) 10mbit connection.

On my Windows 7 machine, I'm using Newsleecher with the SSL settings from the Newshosting site (Lite Package)

•port: 119
•max connections: 30 - set to 10 connections
•standard ports: 119, 23, 25, 80, 3128
•SSL ports: 443, 563 - used 563

Using SSL, my throughput is only 150kb (on a 25mbit connection now). Turning off SSL and using normal port 119 I max throughput to ~3mb.

Not had much time test yet but wondered if anybody had any explanation for the limit when using SSL?

ISP?

Use port 443. 563 is probably shaped.

vFast (Kent based wireless ISP).

I'm going check over a few different things (and even ask up front - they are pretty decent at support) to confirm any traffic shaping.
