If I take a photo and the flash is ON, photo quality is PERFECT...If I take the flash off, image is blurry...How to I get the perfect photo WITHOUT the flash on?

In what conditions? Guessing a dark room? Your autofocus probably doesn't work properly in poor light so you can either keep the flash on but just use its autofocus assist light or manually focus on what you are aiming at instead.

Sounds like low light and slow shutter speed. What shooting mode are you using & what are the photographic conditions?

This probably, the best option is to post up a problem image, it'll make it much easier for use to work out what's going on.
