No Bootable Device Found

Hi, I've installed Windows a million times but I've never had this issue before. I was reinstalling Windows 11 on an Intel NUC Pro 13 (now Asus) using a USB stick. After the first restart, I got this message message "no bootable device found". I removed the USB drive but got the same message. The SSD is present in the bios. I tried reinstalling but I can't get the usb to boot anymore. Nothing happens when I click on the usb or SSD after loading the F10 boot menu. It just stays on the boot menu screen. I Also tried loading bios defaults.

Intel NUC13 Pro i5 (NUC13ANHi5)
32GB DDR4 3200
1TB Seagate NVME SSD.
 
The laptop might also show the USB twice, as "USB" and "UEFI: USB", make sure to select the correct one. UEFI ideally is the one you want to try first.
 
Finally managed to get Windows installed. I went into the bios and disabled secure boot and now Windows 11 proceeded to install. After the install was complete, I re-enabled secure boot. I'm not sure why this happened in the first place but at least I got the NUC working again.
 
Now that you mentioned that, same thing happened to me last week with a Lenovo laptop when I tried doing a fresh install of W11 25H2. For some reason it refused to boot from the USB until I enabled "Allow Microsoft 3rd party UEFI CA" in the BIOS. Then after following the install steps it wouldn't boot from the SSD. Turning off secure boot also fixed it, then I allowed Windows to fully update, turned secure boot back on and it worked.

But weirdly enough the BIOS did show it had the 2023 certificates, but after I enabled secure boot back on, Windows Security was still reporting it was still using the 2011 certificates, so it hasn't swapped over to the newer ones yet.
