No network available - users unable to logon on

Guys,

I probably haven't worded my title very well but basically I'm asking if its possible to prevent users from still logging on (albeit with limited functionality) if there isn't a network connection available, if the server is down for example? I'd like to stop users logging on...

Is there anything in group policy I could use :D
 
At the moment when users logon and there is a connection available (server up etc) they are limited by group policy however if a user tries logging on without the server up or a network cable out etc, they can still login and don't appear to be controlled by the gp? I was googling at work and I found the setting in group policy but I can't seem to find it now :confused:
