No network on cold boot

As title really. Running windows 8.1 with the motherboards on-board ethernet.

Recently started, not changed anything. But when I boot up, I have no network, troubleshooter can't even tell me whats up. Enabling/disabling doesnt help at all.

But when I restart the PC, network is fine! :confused:

Update NIC driver

Uninstall any crap like Zonealarm

Didn't have any crap installed. Updated drivers from Intel's website, no effect.

is this also applicable to 7?

I had the same issue every boot for a few months recently, but now seems to only be about 1 in 10
