No one sells compact PWM fan controllers.

Phanteks produce one for their cases, but I think it can be purchased separately.

Fan Hub but not controller.

tealc on here has a lot of experience with them IIRC.

Looks fairly trivial to DIY.

Not to make it look decent and I only want to make one, the time involved in designing, soldering etc I am better off just buying a zalman cooler and taking it off.
 
No one sells them probably because no one buys them.

Every motherboard has a PWM controller built in, some have several and let's not forget graphic cards also have one.

The circuit for a PWM controller is fairly trivial to build. I built one myself ages ago using a similar design to that shown above. It was not for use in my computer though but as a means to test my own fan controller that ultimately doesn't need any form of human interaction to function.
