No POST beep, no monitor display, tried everthing help!!!

This is a really long story so get comfy :)

Wanted to upgrade my computer so purchased ASrock n68-vs3 fx motherboard, a stick of ddr3 ram and AMD athlon ii x2 250 cpu OEM.

The cpu came last as being a idiot i didnt know AM3 cpu sockets werent backwards compatible so tried putting my AM2 processor in to have one of the pins snap off and disappear (which i think is now in the new motherboard socket)

Bought the cpu put it in installed everything cables in, ram in to turn it on and find no POST beep and no monitor display from the vga slot on the motherboard, put in my graphics card to try that and still nothing, fans were starting up cd drive was opening etc, i tested the beep code by taking the ram out and got the usual three beeps, so it was fine, the restart button also didnt start the system again. I did the process of resetting the bios which also didnt work.

After a very long week of trying to figure out what was wrong i sent the RAM back first to be tested and bought another stick of kingston ram as my paitence is terrible to find the system still didnt beep and start up on the screen, fans again still running fine, so i then purchased exactly the same motherboard from somewhere else, brand new as i thought it could be the motherboard, installed cpu, ram etc as usual still didnt work so sent back the CPU having not heard anything about the ram yet but knowing that the ram wasnt the problem.
The CPU was faulty my immediate reaction 'that was the problem!!!', recieved my replacement yet again installed everything it still isnt working! still no POST beep! I have double checked my Model number of the CPU is compatible with the motherboard and it indeedy is.

The ram i originally sent off i rang up about and that turned out to be faulty too! So both the ram and cpu were faulty, but with my impaitence stick of ram in and a new cpu it still isnt working....still no POST beep, the restart button is now working so i know the cpu is doing its job and thats fine, but its still not working! im awaiting the other ram back, but with the second stick of ram in i bought coz of my impaitence it still isnt working....

Any ideas guys? Did i also burn the second stick of ram in the first motherboard coz the pin might be in the cpu socket? im using the second motherboard i bought which is brand new and seems to be working fine. i did install everything every time either surrounded and stood on cardboard or with a wristband on. My psu is working as i did a test with my cooling fans while not connected to anything else in the computer and it ran fine, it surely must be more than adequete for my system a 700w one, it is only a couple months old too bought it brand new.

Any help on my problem would be most appreciated im going mad with no computer!

Motherboard: Asrock N68-VS3 FX
CPU: AMD Athlon ii x2 250 dual core
Ram: Kingston 4gb DDR3 RAM (the second stick i bought while the other was tested)
PSU: ACE 700w Dual 12v rails black edition
