No POST or Video

Hi there,

I'm new to Overclockers and would appreciate any support in solving my computer problem.

HISTORY

My 7 year old Fujitsu Siemens Scaleo 600 system stopped booting over 2 years ago and recently I've been trying to get it working. No hardware was changed on this computer apart from adding two sticks of memory which caused no problems.

SYMPTOMS

Before the computer stopped working I remember that it randomly rebooted a number of times.

Now, when I press the power-on button the front panel LEDs light up, all fans (CPU & PSU) spin and devices (CD-ROM etc) power up. After a few seconds the front panel LEDs go out but the fans continue to spin and devices continue to receive power. Throughout all of this there is no video output and no beeps. The motherboard light is on and the CPU warms up.

However, recently, on two occasions the computer did boot successfully but later froze resulting in it no longer booting again.

TROUBLESHOOTING

I have tried lots of different troubleshooting steps to try and identify the problem and I think I have eliminated everything but the PSU, CPU and motherboard.

1. I have run the system with only the core essentials (PSU, CPU, motherboard, RAM) to rule out faulty devices.
2. The capacitors on the motherboard look OK.
3. I have tried different power outlets.
4. I have tried booting without memory and received no beeps (the motherboard has a built in speaker).
5. I have tried re-installing all devices (CPU etc).
6. I have reset the BIOS/CMOS.
7. The CMOS battery is OK.
8. I tested the PSU voltages with both a PSU tester and a digital multimeter. Both reported that the -12v rail was out of spec. My multimeter shows the -12v rail at -10.6v. All other rails are within spec.

After research, I discovered that the -12v rail is almost obsolete and has been for many years. What I'm unsure about is whether or not my motherboard would need a good -12v voltage to boot.

CPU: Pentium 4
Memory: 1.5GB
Drives: Floppy, CD-RW, DVD-ROM, Card Reader
Fans: CPU

No offense mate, but is there a good reason why you need this up and running? A P4 is ancient tech these days, I've given away higher spec PCs than this.

What graphics card does it have? Onboard? Does the monitor definately work? Does it come out of standby mode?
 
PSU volts at idle do not represent what happens under load. I would try another PSU if you can. 7 years is a good life for any PSU.
