No power on DOS PC.. no idea why.

Compaq Slot 1 Motherboard, Pentium 3 CPU, and 256MB RAM.

Green light on the Motherboard and have tried the PWR header cable and motherboard cable only. I get a green light but the power button does nothing. I have tried the PWR cable in all pins, and each way around, no dice. New PSU as well, I don't know what to do.. Any ideas?

I have been gaming for a long time so PC's are not new to me, but this has me stumped.

Tried a different ram stick, in a different socket and nothing.

I've put it away now so any advice is good while I calm down haha.

Should note: I have no HDD yet, I have a CD ROM and Windows 98. The PC should start without right..? It's been a while since I used this old stuff. If I'm doing anything silly, wrong, let me know!

PSU's I've tried are both EVGA Supernova NEX and Kolink 400w.
 
System that old its fairly possible components have just failed with time - capacitors, etc. tend to degrade (more significantly) after around 10 years.

I still have my original P3 out of some sense of nostalgia and same thing happens on that these days - lights on but no one home. (It was working fine when last shutdown in like 2003 or something).
