no power up help

got a mates pc in for a look at
no sign of life at all
tried in a known working power supply
no sign of life at all
check out front power switch ,my meter says its switching,shorted pins to exclude switch from circuit
still no sign of life at all
reseated ram,reseated graphics,checked all cables ,removed mobo battery and reset bios
still no sign of life at all
any thing further to check before i pronounce it dead from the motherboard up

mobo sounds like the culpret. i'd probably rebuild the entire unit before making the assumption but it certainly sounds like the mobo
