If you have only the one PCI-E connector attached to your graphics card as shown in your photograph therein lies your problems. You must have both connectors attached for the card to operate.

Bang on. Not getting enough power. Does the PSU have another PCI-E power connector? If not, there may be a converter in the gfx card box to change 2x molex to PCI-E.

Also, stock cooler and cable management make me a little sad. Nice build otherwise, should fly along!
 
What's the specific model of your PSU Maacck? I can't imagine there wouldn't be a minimum of 2 PCI-E connectors on a 700W from Antec though, so it will just be a matter of locating the other cable and attaching it. :)

If not then as Alex has suggested, there should be a converter to allow two molex connectors to power your card. If not I should have one lying about which you can have for free.

i connected the 2nd cable xD and its working now ! thanks for the input guys ;D

currently installig windows 7
