I wonder if anybody had a similer issue.

All mb lights are working. All fans are working. Turn on the desktop heatsinks gets warm., nothing happens to the monitor.

Recently changed heatsink. When the mouse +keyboard lights are on. Alt+Ctrl+del resets the computer.

Monitor work fine with my laptop. Tried onboard graffix card and a pci-e csrd monitor will not bootup.

Desktop computer.
 
You getting any beep codes from the internal speaker?

Possibly the cable? I've had a faulty one before.

Another possibility is you damaged the CPU somehow when installing the new heatsink. You could check it's seated properly in the socket, and if you have the resources try it in another PC or try another CPU in your PC.

I'm sure someone who knows better than me will come along soon :P

Do you get an amber signal light? Got both ATX power connector connected?

I would certainly attach an internal speaker if you can. You can cross reference the bleep codes with the motherboard manual or www.bioscentral.com. This is the first place to start looking.

You have already eliminated the monitor, the monitor cable and the graphics card so that's a good start.

Next check your is your PSU is functioning as expected. Use my guide here:

After which, check also nothing is shorting with the motherboard. Might be a good idea to test out of the case, by placing the motherboard on a box. Don't bother connecting the HDDs or video card.. just memory, CPU, cooler, PSU (both ATX connectors) and the internal speaker. Connect the monitor to on board connectors. Start the system up by shorting the 2 PWR pins on the motherboard. If that works then check your case for any obstructions. If it doesn't then it confirms you have a faulty board.
