Noctua nh-d15 fans don't change speed

I have the Noctua cpu cooler but the 2 fans always run at 1160rpm no matter what the temperature and it can be quiet loud. I have bios set to PWM mode. What is going wrong?
 
What's the motherboard?

I had a sort of similar situation when my Gigabyte D3H Z77 wouldn't alter the CPU fans either. In the end (here), it was found the motherboard implementation wasn't done properly or well, and I was forced to grab the Aqua Computer Quadro fan controller to get any semblance of control on the PWM fans on the "supposed" PWM fan headers from the motherboard.
 
Make sure your actually set to PMW in bios for the fans, MSI doesn't make clear between the 2, you'll know when you are as the fan speed will drop down to whatever the line plots.
 
On my MSI B450 I played around with curves using Command Center in Windows. Once I was happy with them I booted into bios and set them. If you don't set fan curves in bios, every time system is started / rebooted fan curves reset to default.
