Well looking at the statistics, at the lowest RPM it won't move much air but will definitely be quiet.

I have a few 140mm versions, they are really good compared to Cougars and Gelid. I'm not sure how the 80mm ones translate from this though.
 
Having purchased an anemometer and with access to a sound lab, all I have to say is that the manufacturer specs are usually all either done at terribly unrealistic conditions or are plain BS. No experience personally with the CM fans myself though.

Yes I have noticed that from some videos on YouTube where people were using actual db meters and readings were, let's say, not exactly what it says on the tin.

Anyway the 80mm fans that comes with the Elite 130 has good performance but it is far too noisy!

I may try the Noiseblocker as the coolermaster on Amazon is £20 which is ridiculous for a fan
 
NB atleast does all testing in house using proper equipment. I have a few pics they sent me from when I was asking about this myself to them, kinda impressed by the big anechoic chamber for example.

Also heard that the Noctua 80mm offerings are quiet as well, but not sure if that's true/at the expense of airflow.
 
Went for the noise-blocker and I have also changed the CPU cooler with the overly-priced Noctua low profile (shame it wasn't available here) as the one I have got (non stock) doesn't really work well under load.
