Hi there, recently got a new PC and gave me old one to my girlfriend, the case is a Antec P182 filled with noctuas on a scythe kaze master fan controller. I went to hers and the computer was making a fairly loud whistling noise. I took the side panel off removed some dusts and cleaned the dust filters. To my surprise the sound was still there but quieter. I put the side panel back on and even with the sound dampening, the whistling sound is now louder. Any Ideas?

Hard drive perhaps? Disconnect hard drive and check for the noise.

Dodgy fan bearing perhaps? Stop fans with your finger or controller until you find the culprit.

Could also be PSU/Graphics card/Motherboard capacitor squeal. As a capacitor vibrates and resonates with other components it can sometimes kick out a noise, although to be fair I wouldn't describe it as whistling sound, more a whine.

You could take the fan out and add a drop of oil (i mean a drop, not much)
But to be honest you can get fans cheap enough to suit any budget and so i would just replace it :)

£17.99!! Are the blades made from Titanium? lol
What size do you need to replace? I am sure you can get something that will move enough air without generating to much noise for about a £6-£8 (assuming you want a 120MM) even a bit cheaper for an 80MM

But give the oil a go first, take the fan out and hold it as shown in the pic above, (where he said to push,do the opposite) pull the blades towards you gently as if you are trying to pull them off and you will feel it all move a tiny bit, in the gap in the centre add a drop off oil and give it a few good spins to work it in.
make sure you wipe off any excess and give it a try, it might take 5 mins to work in when in use so give it a chance to work :)
Good luck,
