Non native scaling on PC GPUs?

I've read a few times recently that the Xbox 360 copes with scaling its in game rendering resolution much better than the PS3. Most games on the 360 render at 720p and are scaled by the console when using a display with a different resolution. This works particularly well when upscaling anti-aliased images. The most recent example of it being reported I've seen was in Eurogamer's recent PS3 vs 360 roundup:

I've been wondering if there is an equivalent scaling feature in PC GPUs. I've never seen in mentioned in a graphics card review. It's repeated frequently that TFTs should always be run at their native resolution, almost as if it were an article of faith. At the moment I'm assuming that there are negligible image quality differences between GPUs when scaling to non-native resolutions but is that really the case. The 360 has an ATI GPU, albeit quite different from PC GPUs. The PS3's RSX is pretty much a Geforce 7 series. Maybe there are differences between nVIDIA and ATI upscaling on the PC?

What about the possibility of adding a high-quality upscaler to a PC Graphics card? It might not have the grunt to run Crysis at 1920x1200 but what if it could run at a lower resolution but still upscale with good image quality? I think it's in the interests of consumers but probably not in the interests of AMD, nVIDIA and their partners.
