Not really, the quality of VGA will be the same through a converter or directly from the VGA socket. If you could find an AGP card with dual DVI id be impressed. I wouldnt pay over 20/30 quid for a decent AGP card. Depends what your going to be doing on the machine.
Chances are it will be VGA & DVI, my Radeoon 9600 had this.
Id just forget about TV out, it was really bad and fuzzy picutre. If you have an LCD TV, most have VGA or DVI/HDMI inputs on them which will work much better.
