If you mean a static IP on your LAN then that can be configured in the OS or on your router. If you mean a static IP on the internet then that's down to your ISP. Again you need to provide more info, like what OS you're using or what router you have.
If its just to set a static on your LAN interface, then network properties > change adaptor settings > right click LAN connection select properties > select IPV4 and then properites and away you go
