Noob memory question, Mhz vs Latency

Hey chaps

I'm unsure on the relationship between clock speed and latency timings, do they both have an equal effect on performance?

For example is 1066Mhz CL5 equal in performance to that of 2133Mhz CL10?

Or do some applications prefer lower Latency or a higher clock speed?

While in theory that is correct it doesnt quite work like that

latency timings is exactly that the time it takes for the memory to respond to a given request however if the ram can then process the request quicker then it is the same, the issues then start to appear when you take into account the memory controller speed for example the native clock speed of the latest ivy chips is 1600mhz so memory running faster than that sees diminishing returns as although the memory can run at 2133 it cant always pass those speed ratings on to the cpu, in the good old days that was fixed by overclocking the fsb but now most cpu based clocking is done with the multiplier faster ram is becoming less important than tight timings
 
3930K IMC is 1600mhz the sweet spot for memory speed on the X79 platform is 2133mhz Cas 9.
