Noob PSU question

I know this sounds a stupid question, but does the fan suck or blow the air?

so my case has a vent under where the psu goes, it will be ok to be place upside down

Im using Antec TruePower 750W and the case is a Obsidian 650D. I only place the order yesterday so still waiting for delivery. so i cant really check much atm.
