Noob Question: Can all Android Tablets be used as regular cellphones...

Never owned one and get both 'yes' and 'no' answers when searched

I would say yes, if they have a SIM slot.
Although you'd best use a Bluetooth earpiece rather than look a spanner with a tablet stuck to your face :D

It's for my mom who is now housebound and needs something for facetime/whatsapp and all the rest of it but will also be able to make and receive telephone calls when needed due to failing eyesight and hearing.

I've had a look on my nephews Samsung Galaxy Tab and when you click on the phone icon, it asks to be paired with a phone.

There is a slot on the side but it doesn't take a SIM card. I think it's to add data storage.

Bought one of these from the bay and can confirm that it allows calls to be made.
