I have a asus rtx 2080 super, comes with a ready 1860 mhz oc mode, but when i game, it seems to run at like 2040 in everything i run, is this normal ? if a card is clocked at 1860mhz, should that not be its max ? cheers guys.

Perfectly normal, the NVIDIA cards will boost way above the rated boost speed dependant on temperature.

It's normal. Clocks are dynamic, meaning they will be higher or lower depending on the card's temperature as well as how much it is used by a game (eg: in older games where the GPU isn't used 100% the clocks are generally higher because there's more headroom for speed increases).

Ok thx guys, so if i did like say manually changed the overclock to lets say 1900mhz, does that mean in the same test/games will still goto 2040, or maybe even higher ? cheers

You add a +offset whilst overclocking. So lets for example say your card boosts to 2000mhz out the box. You add +100 to the core, and temps and power draw allowing, you will see it boost to 2100mhz in the same scenario.
