Q/ If I use Ubuntu on optical drive/usb am I correct in assuming that it will preserve the data on the hard drives and not fully format them?

My cousin's PC had a PSU on the fritz and now replaced the hardware works ok, it has 3 HDD. He had W7 installed and the W10 upgrade. But now it won't boot into W10, it is broken, says part of the OS is out of date.
I made a W10 repair disk on my machine but got no where trying to repair W10 on his machine.
He does not have W7 disks. Doesn't want to buy W10 right now. He is searching for a genuine copy of W7. I want to use a legit OS.
I want to make the PC boot safely so he can use it and extract the files, docs, pics and music in the meantime.
