Normal for win8 to boot up faster than reboot?

It takes about 20 seconds from pressing the power button to getting into the os from a cold boot.

But if i reboot from the time i get the bios screen it's about 40 seconds?

Whats with the difference?!
 
Well the first difference is one is from a cold boot.

The other involves booting up first and then pressing or selecting the restart button.

The same thing happens to me, I believe it is something to do with the way that Windows 8 boots. There is some sort of caching involved to speed up boot times, and maybe reboots don't have the same affect!

I read somewhere (can't remember where) that the shut down in windows 8 stores a lot of data in a cache so it can boot much faster however a reboot is like a reboot in windows 7 where it resets various things. :)
