The same thing happens to me, I believe it is something to do with the way that Windows 8 boots. There is some sort of caching involved to speed up boot times, and maybe reboots don't have the same affect!

I read somewhere (can't remember where) that the shut down in windows 8 stores a lot of data in a cache so it can boot much faster however a reboot is like a reboot in windows 7 where it resets various things.
