My sister works for a large Cinema Chain and they are always getting Mobile phones handed in / found. They then keep them for 60 days. If nobody claims them they either get handed to the police of which they sometimes say they don't want them or a member of staff can have one.

Well, my sister likes one of the phones but it is locked. Password to protect it etc. Can she go into a mobile phone shop and ask for it to be released? What is the procedure? She does not want it if it has been reported stolen etc!! How can she check?
 
If the phones been blocked on the National Register, im not sure if they can be released, best thing you can do is go along to your local market stall and do it that way.. normally do it no questions asked...
 
Just done a CheckMend on the phone for her and it came back as either, lost, blocked or stolen! Shall i tell her to bin it?
 
yep mate it's pretty much junk now. there is one other option though you can take it sometimes to you local market stall and if its a desirable handset they sometimes buy it off you.
reason behind this is that even though it may be blocked over here what you will probably find that the handset is not blocked in somewhere like asia.
w you need to tell you sister to look out for a pay as you go lol,
