Notebook advise please?

Hello.
Am seeking a 9 or 10 inch Notebook to replace an old Laptop.

Can anyone please advise (from actual hands on experience) a Notebook, which can be used without the fan running from the moment it is switched on?

HDD can be as small as 30GB
Need to go online using USB dongle from 3Mobile
Ram, 1Gig or more.
Chip, fastest available/practical.

Any suggestions as to a suitable unit ( old or new ) would be appreciated.

If all you're doing is web based tasks have you considered a Chromebook? It wouldn't quite be my cup of tea because I like local storage etc but it does have it's advantages and the Samsung ones look very nice indeed.
