Notepad opens on windows signin? (desktop.ini)

Have notice over the last 2 days when i bootup my PC and sign into windows notepad is open and named as desktop.ini with the following text....

[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787

any idea why im getting this and how to fix it?
