NTFS restricted folder access question

I took the drive out of my old busted laptop and want to recover some files from my documents but it says "Access is denied"

Is there a way around this? The drive itself is fine, just locks me out

thanks, i dont get a Security tab when i right click the folder

where is the permissions list?
