being an ex ntl employee i know its more likely a "Human" factor involved
as previously stated phone up demand, X Y and Z

There isn't one - it's quite irrelevant. Some people with 6 or 7km or even longer lines can get ADSL, albeit 512k or lower speeds. Realistically as long as you're within roughly 2km of the exchange you should see 8mbit or above but distance on its own doesn't really matter as many other factors can affect it.
