Nvidia 60fps clock speed target

Now I know the title is misleading... but what I'm asking is this

I have a second hand alienware 15 r1 laptop with i5 and a 970m, its a lovely machine and I have just been playing bf4 on high settings with an average of 98fps.

my question is, is there a way to limit to the fps to 60 with NVidia dynamically adjusting the clock speeds/voltages etc so not to waste power and save the demand on the internal cooling? So when I'm playing games if the frame rate is 80-100 it will limit the gpu so it only kicks out 60fps?

so, I'm rivatuner I have limted my frame rates from 98ish to 60, and screen tearing is horrendous?

also the gpu runs at same clocks and volt so same temps? have I missed something obvious guys?

ah 59 works a charm in bf4 and temps have come down on both cpu and gpu by around 10 degrees which will help in the laptop
