My girlfriends PC is a 754 Sempron 3000+ with 768mb RAM and an AGP 7300LE, I've been looking at the minimum spec for The Sims 3 and it states you need at least a Geforce FX 5900, how does the low end 7 series card compare to the high end 5 series? Is this machine going to be able to run the game?

The LE designation on the 7300 is not good. It's a woefully underpowered card - would you consider an upgrade of any kind?
This ati 3650 is a great little agp card which should work well.
looking at THIS chart you can see that the 7300GS (similar to the LE) loses out to the 3650 big time.
In terms of whether or not it would play the game i'd say it 'might' but i can't imagine it would play much else. You could always get the game and try it to see.
