NVIDIA 980TI

Got a superflower platinum 1000w and Phanteks luxe case. I play star citizen, WOW, GTA, Witcher 3 all sorts really. Just got a 4k Dell but plan to get a second monitor. Not really loyal to anyone just want best for my money

I've got the MSI 980Ti 6G and it's flawless. Quiet, non-operational fans untill stressed or the card hits 60c...perfect!!
 
No not worried bout money. Just sometimes reviews say coolers are better on cards price is more but then on a cheaper 980ti prob not much difference
 
I have a couple of questions about the range of 980ti cards regards the difference between the cheaper reference cards and the ones pre-overclocked ones with bigger coolers.

First, is the PCB layout under the cooler the same regardless of brand such that one water block would fit all cards? Which brands if any have non reference designs under the cooler?

Second, do the reference cards have any hardware block to stop you achieving at least the same overclock as the pre-overclocked cards? By this I mean are the reference cards knobbled with an artificial ceiling by the manufacturers to prevent you getting the same overclocks?
