If an unlocked bios appears that lets you send a fair bit more voltage through them then yes.

Do these 980's have the equivalent of AMD's powerplay to drop the clocks when the card isn't being stressed?

AB reports my core @1500 and mem @4001 even sat on the desktop...

It was after i gave Evga x16 a go frosty, seems my clocks are stuck on 3d clocks now.

Wipe the Nvidia drivers/reinstall & reinstall Afterburner and test again.

They're supposed to yes. According to GPU-Z mine is idling at 135 core and 162 mem. That's at stock clocks though.

Got bored of the reference cooler.. Added a few heatsinks and an Antec Kuhler 920. Temps are now amazing
