Nvidia to launch non-TI GTX560??

I dont think they would release it under the same number, it will get confusing for people who might want to buy the gaming GTX560 Ti instead of this lower performance one.

And is it not supposed to compete with the 6790 (The locked 6870) ?

yes but when have either company actually thought about releasing cards without messing about with the numbers to confuse the hell out of us.
 
What does the TI mean anyway? in older cards the TI was the lower end editions, i suspect this isnt the case now?

TI was the higher end of the ranges, MX was the lower end.

It used to be MX > GT > TI back in the days of Geforce 2 - 4.
