O2 Sync Speed Decreasing

Hi all,
A few weeks ago I upgraded to O2 Premium broadband, and was advised that our line could support 13 meg. Now when we started the broadband, all was well, getting speeds of around 12.5 meg, which was a pretty good upgrade from the old 2 meg broadband we had.
However, over time, the router sync speed kept steadily decreasing, and eventually it hit 9 meg, so we called O2 up and explained to them and they set the sync speed back up to 12.8 but, as before, the speed has steadily decreased since then to the current low of 9,070kbps.
The router is now plugged into the main BT socket in the house (although it wasn't originally), so I was wondering if you folks had any idea on how to solve this, as it's annoying knowing that my line can obviously support a faster speed that I'm getting.
