its designed so a level 1 - 10 player generally runs for his life.... a lot!
however levels are fixed. so if you are cautious, work thru the guilds and quests and slowly level you will overtake most characters.
Oscuro does however make a comment about being at least lvl 20-25 to go into an oblivion gate, even then its hard going.
its a hardcore rpg that rewards hardwork.
you could use OOO lite which enables you to use different plugins for levelling speeds etc amongst other optional OOO content.

i started my first character with OOO. the game was better but being as i was new to oblivion i got impatient. im going to run my current lvl 30 character thru every quest then start again with OOO. a lot of people whine about the broken level system but i've not had any trouble. levelled loot means the money pours in past lvl 20. every bandit is in glass or daedric and the scraps are fun. with good enchanted armour and powerful spells you soon become the main player in the game. i just love it all :D

Thanks for the help dude, if im honest i dont think the mod is working right. Ive been playing the game about 9 hours or so and im up to lvl7 or 8 (i cant remember) a lot of the bandits are wearing rough gear, nothing mega. But im starting to see Dwarfen gear starting to come through. Its a shame cause i was really looking forward to doing this game with this mod installed. I have all the right files in the right places. Any suggestions?
 
Bear your game sounds right to me. the correct load order is;
oblivion
oblivion patch 1.1 uk
OOO 1.3
OOO patch 1.31.

the npc characters are designed to be more realistic to their status, hence bandits will typically have rougher gear with the more successful bandit boss types sporting more quality gear. the npc groups are level capped to a degree. they will be at set levels according to their character type and will level with you to an extent but are capped.
this is designed so that as you enter the game as a scared, witless penniless convict you need to run screaming like a baby from the lowliest bandit or wolf. as you make your way in the world and gain your skills and experience you can start laying down the smack on lowlifes.
some npc's have greater levelling scope to always give you a challenge but most are set to confines believable for their character concept.

read the OOO readme and it explains all this and more + what mods are incorparated and what mods go well without conflict.

nah a boost is'nt neccassary at the moment. i have decided to wait until i have an 8800gts 640 then i'll load in quarls.
in the meantime i'll put up with vanilla splody mess. i can't be bothered to load an intermediate LOD mod as i find them always messy to remove.
