Oblivion Help (Spells)

Hi I am after some help on Oblivion. Been playing it a while now and really liking it. However I am a bit confused about how I can aquire new spells. I am on Level 7 and have the health Restore and Flame spells (oh and the Guardian summon). My question is how do I get new spells that I can use all the time? I know you can buy spell scolls but these only seem to work once. How do I learn a new spell and keep it? Am I being thick and missing something?

Ok thanks I will give it a go, just to make sure once I have bought them will they appear as a spell I can use more than once?
