Oblivion help

On the mission where i have to forge a list in order to get rid of LEx, i have to break into the imperial watch's offices to get it stamped. How can i do this as whatever time of day i try and do it, theres always a guard sat at the desk who catches me every time

I think I snuck in at night, can't remember the exact time though I'm sure it was eaither 11pm or about 1am.

Pretty much it: late at night the guards are still about, but they only occasionally go through that room. And remember that you can use stapler training to raise your sneak level.
