Oblivion - is there any way to fix a broken game ?

In my sig you got my specs.

I should destroy the game at pretty much any setting at 1680x1050 res.

But as we all know, the engine is just bad and doesnt allow optimized gaming.

Now, in the open field I'll easily get 100 FPS or so, but when I go into the towns, or where there is more than 3 NPC's, the FPS drops horribly. To my understanding, there should be a fix for this.

I've looked all over the net and I cannot find any config that will fix major FPS issues.

Does anyone who had this problem but fixed it with something can tell me what to do ? I'd like to play the game maxed, but I'm afraid this wont be possible with those FPS drops in towns, taverns, etc.
 
Fallout 3 and New Vegas are still suffering the same issues. I've tried all the fixes for all three games and nothing works for me. Up until a few days ago I couldn't play Fallout 3 for more than 5-30 mintues without it crashing.
 
Hmmm I don't seems to be having the problems like that, I run at 1080 with everything on full and LOTS of mods running and still hit around 100fps 99% of the time :S (i have all patches applied)
 
There is a mod that flushes Gpu memory when entering certain areas, I can't remember the exact function of it but is was something along these lines, may have been an Nvidia bug iirc whereby the Gpu memory would fail to flush properly. Yeah I know pretty vague,sorry.:o I'll try and find some more info on it, years since I've played Oblivion tbh.
 
Patches installed, no difference at all.

No mods. Nothing. Just the game.

Also from the tweak guide there's nothing to optimize CPU usage (because I suspect thats the issue) and tweak mods in 'Building Oblivion' already installed, without any change.
