Oblivion, stuck position!

I've completed this game before, but I started it again a while back. Instead of completing the main quest I completed most of the side quests. I've now gone back to main quest and Tar-Meena doesn't tell me anything new. On the "Paths of Dawn" quest. I know she tells you about Prince Calamari's tomb, I have three books but there's no new chat options. You have to leave the book with her for a day and then gives you more info.

must be a bug, try and report it, should be fixed with next patch?

the quest should continue, if you go to the next stage of the quest..

Tar-Meena has discovered the message in the books: "Green Emperor Way Where Tower Touches Midday Sun". I should go to Green Emperor Way by the Imperial Tower and see what can be found.>

You won't get to the next stage until you have the fourth book, and have spoken to her about it - I've tried. Until then they target isn't active. Have you spoken to the Blades guy?

someone else i know had a similar experience. he was told to go to the temple with that preist/monk guy near the begining but when he gets there they wont open the gates. he knows hes not done anything wrong because hes done it before.
