OK so to get into the thieves guild u gotta be in jail, then when you come out, someone comes up to you shortly after, with a note from the gray fox, asking to meet you. Then you have to to a task before you can join.

You Can't ask a guard, as it's the THIEVES guild i.e. illegal guild :rolleyes:
