Oblivion, Willpower attribute stuck on levelling up

I'm on level 4 and about to progress to level 5. I've raised my Alteration magic by 10 to 20 and, upon sleeping, the level up screen doesn't show the +5 modifier to Willpower.

Any ideas? I've tried clearing the cache to see if it helps but it hasn't done anything.

Ok solved the mystery... you have to get the rasies in skills for attribute bonuses before you get the 10 major skill raises that raise your overall level.
