OC issues

I am OC'ing my GPU and i have noticed some faint (refresh) lines in games and on my desktop, the GPU doesnt go over 60'c at any point. In games i can resolve this issue by turning on the Vsync function but thhe issue isnt "tearing"
you can see the lines moving up and down the screen very slowly, and when i adjust the GPU clocks the lines change with it.
Very odd.

I have updated my drivers to the latest ones,
My GPU is sapphire hd7850 Monitor is 24" samsung syncmaster S24B350H

I have found the issue... My problem was that i was using a dvi to rgb adaptor with my monitor... god knows why i moniter doesnt have a DVI port as its brand new! but hey ho... I replaced the cable with a HDMI and the lines have gone. although the stress with the problem i have sorted my clocks for my GPU to keep under 70'c.
GPU clock is 1150 and mem clock is 1250 and board power is at -37.
