OC Vcore issues with i7 2600K + Z68XP-UD3

Hello all, I have successfully OC'd my machine to 4.5Ghz stable with idle temps at 25-30 and lowest fan setting and under load max 61 min 50 again on lowest settings, I get a stable 20c on optimal fan settings but it is very loud.

The issue that I'm having is the Vcore is not reflecting my BIOS settings and I am getting spikes upwards of 1.416V from 1.356, which is high and the main problem, I'd like to lower that active Vcore, and I am definitely wondering is 1.4V safe with low stable temps?

I have set my Vcore to 1.32 and LLC to 7 and QPI/Vtt Voltage at 1.1V, and could possibly go lower, but still tweaking and testing.
Just after taking these images I dropped my Vcore to 1.315 and my LLC to 5 with QPI/Vtt Voltage to 1.05V now, and the Vcore drops to 1.356-1.380 idle and 1.344 under 100% load.
Which settings are causing this rampant fluctuation, which is RAISING my initial Vcore from 1.315.
I know the LLC will increase the Vcore under load keep stability, but around 1.31-1.34V is where I'm happy, getting 1.344V under 100% load stable is great, so why are my idle Voltages so much higher.

Pics of ALL the BIOS changes below, if you see something which is wrong or out of place, please educate me in my naivete. I spent about 2 weeks researching how to OC with this chip and board and it works great, just the High Vcore causes extra heat and the life expectancy drops.
