Occasionally PC powers on but wont boot

Ok so a handful of times in the last 6 months I have shutdown, then turned PC back on and it wont boot up, no POST, etc. Power is on, fans are spinning, but nothing else.

Usually when this happens I pull the power from the back, leave it a while and its fine.

Also worth noting, the reason this happens so rarely is because I hardly ever turn this machine off, it has avg uptimes in the weeks / months. I only really shut it down if I am playing with hardware, ie swapping out drives etc.

Any ideas?

Initial thoughts are the graphics card, or the PSU, but without a) spares to check or b) any way to consistently recreate the problem I am a bit lost.

The CPU is fine, and averages about 25-30 degrees, mobo should be fine too (though seems to have to diagnostic leds onboard, nor has a speaker to tell me whats going on when it wont POST).
 
not OC'd, have reseated cpu, ram, and gfx, still wont boot

doesnt need to 'warm up' no, infact the opposite. from a cold boot having not been on for a while it works fine, butt when try to reboot from warm boot is when it has issues. Have a corsair PSU and didntt expect that to be the one to go

i have purchased a pizo motherboard speaker from the bay so i can hear what the onboard diagnostics got to tell me next time it happens

apart from that will run memtest, and this occt psu test is as well. starting to do my head in though, wanted to wait until end of year until I got a new PC but its looking like the time is now lol
 
currently thinking its the RAM, as if I reseat it and go down to 1 stick, it seems to turn back on first time

anyways my big heatsink is blocking one of the RAM channels, so gonna rotate the HSF 90 degrees so I can get to the RAM slot and see how that works. so could either be the RAM, or the memory channel on the mobo
