OC'd 3770k in 3D Mark 13

is powersaving enabled on the cpu? look in windows power saving options and select high performance profile,it should detect full speed then,remember to switch back to balanced profile after the test

or disable intel speedstep in the bios

its detecting the cpu's idle clocks of 1600ghz
 
The clock detection is a bit dodgy on 3DM, often it will report the idle clocks for both the CPU and GPU rather than the full load speed. That score looks about right for a 3770k at 4.5, so I wouldn't worry about it.
